Cumberland Green Metropolitan District
The Cumberland Green Metropolitan District is 265.70 acre development that is located approximately 16 miles Southeast of Colorado Springs and is located within the City of Fountain, Colorado. The District was created on December 14, 2005 and provides the following services under its approved Service Plan:
- Parks and Open Space Maintenance
- Covenant Enforcement
- Payment of General Obligation Debt
The District imposes a 47 mill tax levy. The money derived from the District's mill levy is used to service its $5,380,000 General Obligation Debt, maintain the District's parks and open space, enforce of the community covenants, and pay for various administrative expenses.
The community has approximately 577 single homes and is currently considered built out. The District's current assessed valuation is approximately $17,628,280 which is sufficient to support the District's $553,000 annual budget.
Over the years, the district has been saving money for the prepayment of debt. We plan to prepay nearly 1.9 million dollars of principal in 2025.
The Cumberland Green Metropolitan District is managed by James McGrady who reports to a five member Board of Directors. Those Directors are:

The following process is in place for matters of an emergent nature, which is defined as urgent matters that require prompt attention and cannot wait until regular business hours due to the potential to affect the health, safety, and welfare of the residents and property owners in the District or the integrity of the public improvements owned, operated, or maintained by the District. Matters of an emergent nature do NOT include emergencies, which should be directed to the appropriate emergency personnel by contacting 9-1-1, or matters which can wait until regular business hours, which should be addressed via the above contact information.

Notice of Cancellation of Election and Statement of Certified Results
At the close of business on March 4, 2025, there were not more candidates than offices to be filled, including candidates filing affidavits of intent to be write-in candidates, for Cumberland Green Metropolitan District (the “District”). Therefore, the election for the District to be held on May 6, 2025 is hereby cancelled. Read Official Notice Here.
Required Notice Pursuant to House Bill 23-1105 – Metropolitan District Homeowners’ Rights Task Force
House Bill 23-1105 created the HOA and Metropolitan District Homeowners’ Rights Task Forces to examine certain matters in communities that are governed by these entities. The Metropolitan District Homeowners’ Rights Task Force will review, among other matters, tax levying authority and practices, foreclosure practices, communications with homeowners and governance policies. A requirement of the new law is that we notify you of the creation and existence of the Metropolitan District Homeowners’ Rights Task Force prior to its first meeting.
